Request a new site and send the activation email

Stores a pending request and sends one activation email to email. Nothing else happens until the person clicks the link in that email: no account, no site. The response is the same whether or not the address already has a Sotion account. No authentication.

Only call this after the user has asked for the site and given the email address; set consent: true to record that. Returns 202 with a pollToken for the status endpoint; show the user activationSentTo and ask them to click the link (it expires after 48 hours).

Repeating the call with the same email and page returns the same request with a new poll token and sends nothing (earlier poll tokens for it stop working). A call for the same email with another page, or the same page with another email, replaces the pending request. At most three activation emails go to an address per day.
